It just seems that the league would have a better chance to grow if everyone in it knew what was happening in advance. ADDING/DROPPINGPLAYERS<br />New players may be added to your roster at any time during the<br />first four weeks of the session. For an added player to participate in<br />a League match, the opposing Team Captain must be notified that<br />you are adding or dropping a player before the team match begins.<br />To add a player to your roster, simply write the word add and the<br />player’s name (next to the other names) on your copy of the weekly scoresheet.<br />Gentlemen without a handicap (nonrated) will play their firstmatch as a<br />SL4; ladies will play their firstmatch as a SL3 in theOpen and Ladies<br />Division. If the new player participates in another APA League area or is an<br />ex-League player, the Team Captain must contact the League Office in<br />advance to obtain his most current skill level before allowing him to play. If<br />you play him without doing so, be sure he plays at his most current skill level.<br />If he plays at a lower rating, his match will be considered forfeited. Once a<br />team has entered Higher Level Tournament play and it is discovered that a<br />transfer player or an ex-League player was allowed to participate on the team<br />during regular session play at a skill level lower than his most current rating, the team is subject to disqualification, even if the player in question reestablished his rating by that time.<br />Players may, with approval from the League Office, be dropped at any time<br />during the session and should be dropped if they become unreliable or cause<br />problems in the League. To request that the League Office drop a player,<br />simply draw a line through his name on your scoresheet and mark drop.<br />Remember, new players may be added only during the first four weeks of the<br />session. Exception: New players may be added after the fourth week, but<br />only with prior approval from the League Office. If you have a problem with<br />a player, drop and replace him during the first four weeks, if possible. Eligible (meaning qualified for the Team Championships) teams may not, during the Spring Session, drop players from their roster after the fourth week of play.<br />This is a National Championship rule. Players who are ineligible to<br />participate in Higher Level Tournaments will be dropped from the roster by<br />Local League Management prior to the Local Team Championship.<br /><br /><br />13. CLOSINGTEAMROSTERS<br />No playermay join a teamafter the fourth<br />week. No playermay play without a<br />handicap after the seventh week.<br /><br />Exception: Players may be added to a team after the fourth week, but only<br />with prior approval from the League Office. Additionsmust be approved by<br />the LeagueOffice prior to play. If this exception were not allowed, some<br />teams would be forced to quit, leaving byes in the schedule. Teams do not join<br />this League to get forfeits; they join because they want to play. The APA<br />appreciates your understanding of this exception.<br />This exception cannot be used by eligible (qualified for theTeam<br />Championships) teams during the Spring Session. Eligible team’s rosters are<br />locked and may not be altered unless the team elects to give up their eligibility.<br /><br /><br />So, the way I am interpreting this is, if the team is qualified for city's, then they cannot DROP a player after the 4th week of play.  Also, they would not be able to ADD a player after the 4th week.  Any other team could with approval from the LO.<br /><br />But, IMO, this is kinda where common sense has to prevail.  Is there a team that is trying to buck the system by adding a 7 to the roster late to play in the city's?  Or, is it a team that for some reason had to lose some players and needs to add some to have enough to play?  Personally, I'd rather see a team be able to keep playing and remain qualified vs. having to have a whole team disband just because they lost their qualification.  <br /><br />And, do you mean at the beginning of a league match night instead of a tournament?  Tournaments shouldn't have any impact on your rosters.]]></description>
